Woodward Davis Associates Validation of Planning Goals


...three levels of validation for planning strategies...

A. First, satisfying our vision and mission statements, the strategy or goal:
1. Reinforces or leads us toward our vision. If satisfied, proceed.
Otherwise, either reject or revise the strategy.
2. Falls within the scope of our mission statement. If satisfied, proceed.
Otherwise, either reject or revise the strategy or change the mission statement.
B. Second, satisfying one or more environmental issues, the strategy or goal:
1. Builds upon or takes advantage of a strength. If one or more environmental issues are satisfied, proceed, assigning the highest priority to strategies which satisfy multiple environmental issues.
Otherwise, either reject or revise the strategy.
2. Eliminates, changes, or minimizes the impact of a weakness.
3. Takes advantage of an opportunity.
4. Changes positively, removes completely, or negates a threat.
5. Improves our competitive position.
6. Changes positively, removes completely, or negates a constraint.
C. Finally, satisfying two standards of accountability, the strategy or goal:
1. Is SMART (Specific, Measurable, Achievable, Realistic, and Timely). If both standards are satisfied, proceed.
Otherwise, either reject or revise the strategy.
2. Offers E3 results (Efficient, Effective, and Economical...that is, suitable for the intended purpose, capable of producing the desired results, and involving the least investment of resources.).
